05/06/2015 - Appointment of Judges and Magistrates

Two Judges and two Magistrates have been appointed to the Superior Courts and to the Inferior Courts respectively. The appointments were formally made today by the President acting in accordance with the advice of the Prime Minister.

At the now customary ceremony at the President’s Palace in Valletta, Dr Joseph Mifsud and Dr Monica Vella took the oath of office and the oath of allegiance before President Marie Louise Coleiro Preca, who then read the warrants appointing both lawyers to the Bench of Magistrates. The oaths were administered by the Attorney General, Dr Peter Grech. At the same ceremony Magistrate Dr Giovanni Grixti and Magistrate Dr Miriam Hayman, who have served for many years in the Inferior Courts, were appointed to the Superior Courts.

Madam Justice Hayman graduated in law from the University of Malta in 1988 and pursued further studies in Malta in Ecclesiastical marriage annulment law and procedure. From 1988 to 1992 she worked in the Attorney General’s Office, and then worked for another six years with a private law firm handling civil (including family law) and commercial cases. In 1998 she was appointed to the Bench of Magistrates, where she dealt exclusively with criminal matters.

Mr Justice Grixti graduated in law from the University of Malta in 1989. He later obtained his Master of Laws degree in International Maritime Law from the International Maritime Law Institute of the same university, and worked mainly in commerce and shipping. He was for a time legal adviser to the Ministry responsible for the Environment and the Ministry responsible for Maritime Affairs, and later joined Air Malta as chief legal adviser. In January of 1996 he was appointed to the Court of Magistrates and served both in Malta and in Gozo. His last appointment as a Magistrate was to preside over the Rural Leases Control Board, the Rent Regulation Board and the Land Arbitration Board.

Present for the ceremony were Chief Justice Silvio Camilleri, Prime Minister Dr Joseph Muscat and the Minister responsible for Justice, Dr Owen Bonnici.
