02/10/2017 - Inauguration of Judicial Year 2017 - 2018

The Chief Justice, judges and magistrates gathered this morning in the hall of the Criminal Court for the traditional addresses marking the start of the of the Judicial Year. In the presence of the Minister responsible for Justice, Dr Owen Bonnici, the Attorney General, Dr Peter Grech, the President of the Chamber of Advocates, Dr George Hyzler, retired members of the judiciary and scores of lawyers and legal procurators who crowded into the hall where trials by jury are held, the Chief Justice dwelt on the significance and importance of the rule of law in a democratic society. He emphasised that if the authorities responsible for enforcing the law -- primarily the police but in some cases also the Attorney General -- failed in their sworn duty to uphold the same without fear or favour and to arraign those allegedly responsible for breaching the law, the courts would be rendered useless and, in a worst-case scenario, would be transformed into instruments of discrimination and oppression. In his address, the President of the Chamber of Advocates dwelt on problems affecting the legal profession, including the long-awaited law regulating advocates and the issuing of warrants to practice as advocates.
